Loken will make the following proposal to the Denandsor council, concerning election and removal of councilors.

Filling council vacancies:

The group relevant to the vacant seat proposes a Councilor Elect. The Councilor Elect must receive a confidence vote by the remaining councilors. If the majority vote concludes no confidence, a reason will be provided to the group and then the group must select a new Councilor Elect, otherwise the Councilor Elect will take that group's seat on the Denandsor Council. The default process for selecting a Councilor Elect for every group is outlined below. If a group wishes to change their system a proposal must be made to the Denandsor Council outlining the new method, and have the support of at least three quarters of the current members of that group living in the city or its territories.

A member of a group is defined as someone who meets the criteria of the group, and has been living in Denandsor or one its territories for at least 3 months. Once someone is named apart of a specific group, they can only change groups with the approval of their current representative and the current representative of the group they wish to join.

The five groups are recognized as Yugashi, Lookshyans, Solars, Lunars, and the remaining inhabitants of the city. There membership requirements are as follows:
Yugahsi: A Yugashi is acknowledged as one by holder of the Gemstone Seat, the local Yugashi leader (Control), or one of their representatives.
Lookshyan: A Lookshyan is a former of age Ctiizen or Helot of Lookshy, or is accepted into family of such, or acknowledged as such by the current holder of the Jade Seat.
Solar: A Solar is Solar exalt, or a child of such with solar powers and acknowledged as such by the Solar councilor.
Lunar: A Lunar is Lunar exalt, or a child of such with lunar powers and acknowledged as such by the Lunar councilor.
Not apart of the above: A citizen of Denandsor who is at least 16 years of age.

The default processes for selecting a councilor elect are as follows:
Gemstone Seat (Yugashi): The holder of the Gemstone Seat is directly appointed by the local Yugashi leader (currently Control), through a verified petition to the council.
Jade Seat (Lookshyan): The holder of the Jade Seat is selected by a majority of the voting populace of the Lookshyans, verified by appropriate voting auditors.
Gold Seat (Solar): The holder of the Gold Seat is selected by a majority of all members of the Solar group, and the vote is held in front of the current council.
Silver Seat (Lunar): The holder of the Silver Seat is selected by a majority of all members of the Lunar group, and is the vote held in front of the current council.
Marble Seat (Everyone else): The holder of the Marble Seat is selected by a majority of the voting populace of those not affiliated with another group.


Removing councilors from office:

Councilors can be removed office in one of three ways. First, they may be removed via the default method as outlined by their group below. Second, they may be removed via conviction. Finally, they are automatically removed should they die, or resign.

Default methods for removing a councilor:
Gemstone Seat (Yugashi): The holder of the Gemstone Seat may be directly removed by the local Yugashi leader (currently Control), through a verified petition to the council.
Jade Seat (Lookshyan): The holder of the Jade Seat may be removed by a public No Confidence vote. To initiate a No Confidence vote, a petition signed by at least 10% of the members of the Lookshyian group must be submitted to the Labor sub-council. Once submitted a public No Confidence vote will be scheduled within 1 month and held, if a majority of the voting populace of the Lookshyans, verified by appropriate voting auditors, votes No Confidence, the holder of the Jade Seat is removed. A public No Confidence vote may not be held more than once every 2 years; this time restriction may be removed with the approval of 2 members of the Denandsor council.
Gold Seat (Solar): The holder of the Gold Seat may be removed by a majority vote of all members of the Solar group, held in front of the current council with the additional approval of 2 members of the Denandsor council.
Silver Seat (Lunar): The holder of the Silver Seat may be removed by a majority vote of all members of the Lunar group, held in front of the current council with the additional approval of 2 members of the Denandsor council.
Marble Seat (Everyone else): The holder of the Marble Seat may be removed by a public No Confidence vote. To initiate a No Confidence vote, a petition signed by at least 10% of the members of those not affiliated with a group must be submitted to the Labor sub-council. Once submitted a public No Confidence vote will be scheduled within 1 month and held, if a majority of the voting populace of those not affiliated with a group, verified by appropriate voting auditors, votes No Confidence, the holder of the Marble Seat is removed. A public No Confidence vote may not be held more than once every 2 years; this time restriction may be removed with the approval of 2 members of the Denandsor council.

Conviction:
A councilor may be removed from office, if they convicted of a crime by a Judicial sub-council, and the Judicial sub-council recommends they be removed from office, or any sentence that would prevent them from performing their duties. Should such a recommendation be made, two other Judicial sub-councils will form a temporary 6 man Judicial sub-council and may pass down judgments as if they were the Denandsor council. Cases against a current councilor may not be heard by the Denandsor council.


Related matters:

Raksha and Deahtknights may be granted citizenship with 3 votes from the Denandsor council. (And any of law other than the above that requires a simple majority is to be reworded to require 3 votes, unless it is intended to work as a majority with less than a full council)

Marshals and Sub-councilors require 4 votes to be placed in office, and are removed by 3 votes of the Denandsor council.

Anything that requires a unanimous decision by the council requires a full council to pass.

The only exception is Emergency Actions. An Emergency Action requires a unanimous vote of the current council, may not change any current laws (though they may establish new ones), and cannot modify election procedure in any way. An Emergency Action may temporarily choose someone to fill a seat on a sub-council, make a decision, or grant citizenship to a Raksha or Deathknight. Once a new councilor is elected to the Denandsor council, they may disapprove an Emergency Action which automatically voids it, or they may accept it in which case if it now has the proper number of votes becomes a decision or law.


P.S. Loken would have consulted with Reis or Control beforehand to make sure he wasn't giving anything away. If either disagree with the verbiage in the Yugashi sections, just say what should be in their place.

The requirement of two additional councilors for the removal of either the Lunar or Solar councilor seems like it adds unnecessary convolution to the proceeding. Why is that necessary, and could you please explain your reasoning as to why it is necessary?

"I added the proposed requirement because both groups are quite small and transient in nature. At times both groups have had less than 10 members in the city, right now in fact there is not even 10 Lunars here. Which means a shift as small as a few new people combined with a few people leaving is more than enough to change majorities. The top level leadership constantly changing is not good for a city, so the need to have the consent of 2 other councilors adds a level of stability to the Gold and Silver seats.

Additionally, we were the tyrants in the First Age, it seems appropriate to relinquish some of our autonomy to the other groups to ensure the negative aspects of that age cannot easily return."

"I propose a second measurement be added beyond majority. If 80% of the population of Solars or Lunars elect to remove their respective councilor, the additional two are not needed."

I do not believe ANY other councilor or member of any other group should have any say in WHO that group votes in as their rep. To do so in my book leads to open the paths of the old ways and that is not right. If we have full confidence in the person we vote in, then so be it. No other people whom are not of that group should have any say. Just as I as a lunar should not have any say in whom the Yushians vote or choose as their council member, they should have no say in who the lunars vote in. Different groups have different ideals, and giving any other group the power to remove that Representative is wrong.

Also,we should NOT have to vote in front of anyone other then the other lunars. This is considered a private lunar matter, as this is the person WE choose. How we go about it, how we decide is not public nor should it be ever.All lunars will be informed At any time a new Representative needs to be voted in. We have made sure of this in the past, we will continue to do so.
This goes for all groups, I trust the yusians,Lookians and solars to keep things fair.as for the rest of the citizens, I believe a system, that allows them to vote without being watched or influenced unduly should be in place.The issue is this is a fairly large group of people and is surely to get larger as time goes on. the other groups wil as well but not nearly as fast i believe.


Half-castes
That issue can get muddled quite easily, considering that well both parents can be of different groups, specialty given lookshy and solar and lunar exalted. Also given the nature of things,do you consider Deathknight half caste as part of the solar group?
